What is one new policy that the state should embrace to make housing easier to build and afford?
The Maine legislature can address the housing crisis by increasing housing development tax credits. These incentives would encourage developers to create affordable housing units, including mixed-income projects with low- and median-income rentals alongside market-rate homes. The initiative in the Boothbay Region aims to foster economic diversity. Regular evaluations of the tax credit program are essential to adapt to evolving housing market needs. As a member of the Joint Select Committee on Housing in the 131st Maine Legislature, I see that while we’ve made significant investments, more action is needed for sustainable solutions. By adopting an incentivized tax credit policy, Maine can boost affordable housing construction, meet community needs, and promote long-term economic stability.
Transmission lines, solar incentives and offshore wind development have been controversial over the past several years. What steps should Maine take to meet growing demand for electricity?
Maine faces rising electricity demand and discussions on transmission lines, solar incentives, and offshore wind development. To support population growth and economic vitality, enhancing solar incentives through tax credits and low-interest loans is essential. Offshore wind initiatives must prioritize community engagement, particularly with the commercial fishing industry, to build trust. Improving transmission infrastructure is vital for ensuring reliable electricity delivery amid coastal challenges like tidal surges and high winds. Maine’s legislative framework should streamline permitting processes and uphold renewable energy targets. Promoting energy efficiency programs can help to reduce consumption, creating a cleaner, more resilient energy future while preserving landscapes.
Should the state make changes to its tax laws? If so, outline your priorities.
To create a fair system, reforms should include a progressive income tax structure where higher earners pay a larger percentage. This would ease the burden on lower- and middle-income families while generating revenue for essential services. Expanding tax credits, especially the Earned Income Tax Credit (EITC), would assist low-income residents and stimulate local economies. Enhancing property tax relief is crucial for supporting homeowners on fixed incomes. Increasing homestead exemptions and implementing relief programs can alleviate financial strain. Additionally, introducing tax incentives for small businesses and boosting R&D credits for renewable energy will foster growth. Reviews of tax exemptions and increased transparency can build public trust while improving quality of life.
We are closing in on the one-year anniversary of the Lewiston mass shooting. Are further legislative responses required around guns, mental health, supporting victims and families or other policy areas?
The deadliest mass shooting in Maine’s history requires a comprehensive response to gun violence. The Maine Legislature expanded background checks and established 72-hour waiting periods. The Legislature crisis prevention centers and created the Office of Violence Prevention. Ongoing efforts will examine limiting high-capacity magazines and revisiting red flag laws to temporarily remove firearms from individuals at risk. Enhancing access to mental health services, with calls for increased funding, better training for providers, and initiatives to reduce stigma. Support for victims and their families, including counseling and compensation, is essential. Investing in community safety will address causes of violence through collaboration among law enforcement and community organizations.
