HENDERSON, Md. – Norma Simms Harper, 77, passed away Tuesday, July 24, 2007, in Henderson, Md. She was born April 23, 1930, in Monticello, the daughter of the late Harley Smith and Catherine Almeda Miller Simms. Mrs. Harper was a 1947 gra-duate of Ricker High School. She worked for ACAP, a social service agency. She was the town manager of Monticello, for 19 years. She later worked for Chester River Hospital. Mrs. Harper is survived by a son, Kenneth Harper of Green, R.I.; two daughters, Carolyn Harper Smith of Blades, Del., and Peggy Harper Betch of Henderson, Md.; a sister, Ella Harper of Montana; six grandchildren and seven great-grandchildren. In addition to her parents, she was predeceased by her spouses, Harvey Charles Harper and Carl F. Burlock. Service will be held noon Friday, July 27, at the Church Of Jesus Christ Of Latter Day Saints, Seaford, Del. Interment will be private.
