The League of Conservation Voters, acting as an umbrella for other environmental
groups, gave Gov. Baldacci a B+ for his efforts over the last two years, using a dozen
issues as benchmarks. The governor got an A+ for his support for a bill to remove toxics
from consumer items, but a C for transportation policies. What grade should he get for
the last eight years? The Plum Creek development was permitted during his tenure, and
the expedited wind power policy was approved. Are these wins or losses for the
environment? How could he have improved his transportation grade?
