WASHINGTON, D.C. – Elbert H. Duncan Jr., 87, died Monday, May 9, 2011, at Washington Hospital Center.
He was the beloved husband of Constance K. Duncan; brother of Richard Martin and wife, Martha, Jean Garren, Alice Duncan and the late Ann Duncan Provost, Marilyn Clukey, Roger and Bayne Martin; and brother-in-law of John C. Kreger Jr. and wife, Marilyn. He is also survived by 10 nieces and nephews, Sharon and husband, Denzil Dyer, Deborah and husband, Alan Smith, Clifford and wife, Cheryl Provost, Stephen Provost, Kimberley Kreger and partner, Dee, Andrea and husband, Timothy McDonnell, Leah and husband, Miles Kreger, John and wife, Sandra Kreger, Rebecca and husband, Andrew Mattson, and James and wife, Shannon Kreger.
Elbert’s federal career began with the U.S. Marine Corps Personnel Office and concluded with the U.S. Department of Labor, where he was the associate director of personnel management.
Service will be held 1 p.m. Tuesday, June 14, at Arlington National Cemetery Columbarium. Friends are asked to meet 12:30 p.m. at the Administration Building.
