AUGUSTA — The Legislature’s Appropriations Committee voted unanimously late Thursday night to reject Gov. Paul LePage’s proposal to eliminate all state funding for the Maine Public Broadcasting Network, saying the issue had become a “political football.”

Several committee members spoke at a late Thursday night work session about the service MPBN provides as the anchor for the statewide emergency broadcast alert system and its unique role as a statewide radio and TV network.

“At the moment it is the only radio capacity for the Allagash in English,” said Rep. John Martin, D-Eagle Lake. He said he would “always” support some state funding for MPBN so rural areas of the state would be able to receive public radio and TV programs.

Key to the unanimous support of the committee was an amendment drafted by Sen. Roger Katz, R-Augusta, that directs Finance Commissioner Sawin Millett and the Maine Emergency Management Agency to work with MPBN to determine what it costs to provide the statewide emergency-alert system. The amendment also would require MPBN to report on its future plans and how it might use its transmission bandwidth to provide other services to the state for a fee.

“Over the next five years the appropriations to MPBN will gradually be reduced and replaced with a fee-for-services agreement,” Katz said regarding his amendment.

Several panel members said while they supported the amendment, they did not want that to be interpreted as a lack of support for state funding of MPBN.

“I don’t want my support to be construed as a lack of support for Maine Public Broadcasting,” said Rep. Peggy Rotundo, D-Lewiston. “I, for one, think that an appropriation is a good thing.”

Rep. Tyler Clark, R-Easton, agreed with the amendment and the decision to restore funding, but he defended the governor for making the proposal to eliminate state funding of MPBN.

“In a time of struggling economics and having to re-prioritize everything, I don’t think it’s wrong to look at MPBN,” he said. “I like the idea of fee-for-service. I think it is better for both the state and MPBN to say we are providing this service and this is the cost.”

Martin said the study and eventual shift to fee-for-service is a good way to address the issue, which he said has become a political football since the governor proposed eliminating funding a year ago, which eventually resulted in a $200,000 funding cut to the network.

“Over the last year and a half it has been very clear that this has been, unfortunately, a political football,” agreed Rep. Kathleen Chase, R-Wells. “It just makes much more sense to move forward in a contractual manner and say this is exactly the services we are providing and there are no gray areas there.”

Committee members praised the new president of MPBN, Mark Vogelzang, for his willingness to work toward a new relationship between the network and the state. He said the committee’s action is a good outcome for MPBN.

“We are looking for new ways to work with the state of Maine,“ he said in an interview following the vote. ”I am especially pleased that we have had that $1.7 million restored. It’s not all of the money we had asked for and it will still be about a 13 percent decline over this year into next year, so it will be a tough one. But, still, we are happy.”

Vogelzang said the network will work with state officials over the summer months to explore other areas where the network can provide services to the state other than the emergency alert system. For example, he said, the network has substantial bandwidth capacity in its statewide digital transmission system and noted the state might be able to use some of that capacity for a fee.

The report is due to the committee in September, so the panel can draft any needed legislation for the new Legislature to consider in January.

    1. Which is exactly why it should not be taxpayer funded.  Not while they rebroadcast the one-sided national programs such as Bill Moyers, Washington Week (ok, they do let one conservative on for every four liberals), NOW, PBS News Hour, and Frontline (most of the time).

        1. No their are other alternatives now for basically the same type of programming for kids.  You have Nick jr, Discovery Kids,  Hub, Disney Jr etc..  Our tax dollars shouldn’t be going to prop up a failed tv channel.  If the channel is so important have more fundraising drives , sell advertising.  But to continue to expect subsidies from taxpayers who are struggling is unacceptable.

            “There” refers to place or is the word you possibly meant.
            “They’re” is a contraction.
            To expect subsidies for public information, objective news, entertainment not promoted by corporations is healthy.  One small percentage of the funds for war, dedicated to healthy children is very, very acceptable.

Well, 170 million Americans support public broadcasting.   There is no state in the nation that does not offer the opportunity for public broadcasting;   often times,  the state itself will use it’s services to educate,  at a much reduced cost.    “But to continue to expect subsidies from taxpayers who are struggling is unacceptable”……..I would much rather support public broadcasting……then give tax breaks and kissing businesses butt with no known results.   With public broadcasting,  at least you can SEE your investment.   The only “failed” TV is the commercial, private…for profit networks that you have mentioned.

In what way?  Give us some of your reasons for thinking the way you do.  Do you think that government should take your money and give it to MPBN?  What about give your money to a different organization that you do not like?  What about giving your money to an organization that you are neutral about?  What gives State government the right to take your money or mine and give it away to an organization?  Are you all good with all spending?  If not, what spending needs to go, in your opinion?

      Those are just a few unanswered questions from your post.

Boy, are you going to have to have some VERY expensive insurance there!

          2. It should be funded exactly they way that it always has been;  mostly by private donations.  If we quit paying for MPBN,   then we should be able to decide which businesses get which tax breaks,   which businesses get which bailouts,  dependent upon how many of us use their services.

No have their stupid fundraising drives, sell advertising, sell sponsorships to certain programs especially local programming.  Maine taxpayers shouldn’t have to pay for something they don’t want, MPBN has worn out its welcome.  If people want PBS just do like Fox did here in Maine when they dropped their affiliation with WPXT in 2001 . You can just have a National PBS feed with a couple of local programs (High School Basketball, Maine Watch) thrown in but not have taxpayers totally funding it.

          1. The turnpike is a bad example, as it derives revenue from tolls. So if you don’t use the turnpike, you don’t pay for the turnpike.

     Network TV just doesn’t have the business model that can  bring different points of view.
     The public option is needed for a democracy to function properly.

    Having at least one public broadcasting network free from the scramble for advertising dollars is a profoundly good idea.

I assume you are referring to the healthcare that Anthem can now increase premiums on  at up to 10% per year – a free pass on price hikes without even having to justify it?  I believe that bargain was passed by the majority last fall and now they’ll be able to soak us like never before…  I don’t think our $1 per capita cost for MPBN will ever approach helping to pay for what the insurance companies have in store for us…

      1. As a moderate independent voter I find it egregious that my tax money is used to fund a broadcast corporation that is partisan.  Period.  It would be the same if my hard-earned money went to fund Fox, MSNBC, or CNN.

          3. I don’t watch Fox News and I don’t watch MSNBC. I’m an independent/moderate. I dislike extremism from both the left and the right. You sound exactly like a Right Wing Extremist to me. I can tell by the way you call anyone who disagrees with you a Leftist. Better go back and re-read my post, it seems you misquoted me. I am not happy that Republicans are moving the far extreme right ! To the contrary..         I Do not use MPBN, I cannot even recieve the TV channel now that its all digital. Why should I pay for a service im not receiving?

        1. Did you call MPBN and ask for help? I did and they were great. Try asking questions instead of whining and crying before you are hurt.

        2.  MPBN is the only station (radio) that covers the entire state, it is many communities only radio station, thus their only link to EBS. I don’t get to use a State Police cruiser, but I understand the need to buy them. There are a million things that Local, State, and Feds give money to that not everyone uses. 

          1. Law enforcement is generally accepted as a core function of government.  Entertainment, infotainment, and progressive-biased news broadcasting is not a core function.

          2. Well said. Some here are trying to compare core functions of the government to public broadcasting which is far from a core function. People can certainly live without public broadcasting. Using the EBS argument is weak at best. Coverage is far and wide without public broadcasting. If the network was eliminate ALL of the commentary based programming, it would be more palatable. But the argument of using public dollars for any partisan programming doesn’t bode well with me.

      1. Great idea! Maybe we could now go to a “fee for service” taxation service in this state . Garbage removal, pay per bag. Use the school system? Pay tuition per child just like college. Public assistance, and or welfare? You reimburse the town after you get on your feet. Public safety? Everyone uses it or relies on it for security. Plowing? The public safety system needs plowed roads to respond to your emergency. Fee for service would never happen, because the people that use the system the most, cost the most and will never be able to pay it back. We already live in a socialistic society.

Check out the Jason Levesque – Mike Michaud debate.  Jennifer Rooks let Mike do whatever and always cut Jason off when the exact time was up.  Subtle but biased.  Bill Moyers worked for LBJ.  Frontline hasn’t done a single critical story on Obama (ok, maybe they did the one).  Count how many Bush-Cheney-Haliburton stories they did.  Gas is $4.00 a gallon and they take a complete pass.  They recently had a program on how to deal with the national debt crisis.  The narrator indicated one can raise taxes or reduce spending.  And then went on to say that the entire program would be focused on raising taxes.  You can like PBS and that’s cool.  You can donate to them and that’s great too.  But don’t subjugate those of us that disagree with PBS to fund it.

  10. This illustrates an important point. Lepage could have his electorate be 90% opposed to his idea but still try to push it.  Elected officials are supposed to do the will of the people not govern by personal agenda and disregard the people.

  11. There are two or three conservative political commentators on PBS and twice as many liberal political SHOWS.  It should not be tax-payer funded.  If you like it then donate and that’s fine (at least while we still have choice).

    1.  I agree with you on the political slant by PBS, and wish they would leave politics out of the programs. I think they also have wonderful children’s programs and do allot of good for children.

  12. I know we can’t keep using tax payers money for everything, but I do support MPBN programs. Over the years most of our children and now Grand kids have watched the programs provided on public broadcasting on  MPBN. I personally over the years have enjoyed the high school basketball tourney very much. I think this is an exception to the rule and needs to be supported by the State and by individual donations.

  13. It’s the only statewide broadcasting network.  It is the primary outlet for Maine-based programming.  LePage wants to get rid of it because he wants to punch a statehouse reporter in the nose . . .

  15. Instead of telling tax payers where there money will go, why don’t all of the people who want the state to fund MPBN donate money themselves? And yes, I do feel this way about many government services, it is after all the way it used to be.
