AUGUSTA, Maine – Gov. Paul LePage says he supports raising tolls on the Maine Turnpike, but says poor management decisions in the past are requiring increases that could have been avoided or reduced.
“We don’t have a choice,” the governor said when asked if he supports a toll increase.
LePage said the bonds issued by the Maine Turnpike Authority, and paid for by tolls, are structured in such a way that if tolls are not increased sufficiently to pay the bonds, the bondholders can step in and take over the turnpike to assure tolls are increased.
“What’s happening is that we have to pay the bonds and there is not the money,” he said in an interview Thursday.
But the governor said he believes the size of the toll increase could have been reduced or eliminated if the agency had been properly managed under Paul Violette’s tenure.
“I think that had it been managed properly, it wouldn’t have been necessary,” LePage said. “But I think that short of the state coming up with the money, it’s the only way.”
“There are good reasons why Paul Violette is gone and we put in Peter Mills to run the turnpike,” he said.
Violette was executive director of the Maine Turnpike Authority for 23 years before resigning last year as his management of the MTA came under increasing scrutiny. Violette pleaded guilty in February to a charge of felony theft for unauthorized use of turnpike gift cards and using turnpike authority credit cards for personal travel, meals and other expenses. It totaled about $430,000 and Violette is serving a three and a half year prison sentence.
“I think we have the right person in there running things now in Peter Mills,” LePage said.
Mills is not sure if the need for an increase could have been eliminated, but said it might have been reduced if the MTA had moved to reduce operational costs more aggressively years ago.
“You can’t get around the cost of what amounts to rebuilding a six-lane highway and it has to be paid for,” he said. Mills said he had not done an analysis of what might have been done to reduce costs in the past because he is focused on cutting costs now.
“We lose about 20 positions a year through attrition and we just announced eliminating 20 positions,” he said. “We are cutting costs.”
The authority is responsible for management of more than 100 miles of interstate from Kittery to Augusta. The agency employs about 450 full, part-time and seasonal employees and collects approximately $103 million in tolls every year. It is overseen by a seven-member board whose members are appointed by the governor and confirmed by the Legislature.
Mills said the MTA is seeking “concessions” from its union members to further reduce the operational costs of the authority. The union claims the MTA is not bargaining in good faith as required by law.
“As to the toll increases we have proposed, we are listening to the presentations,” he said. “I can tell you now I am looking at supporting some changes and I will probably look at more before we are done.”
The MTA has held three listening sessions and Mills says he will continue efforts to get public comment on how to create a fairer toll structure.
Rep. Mike Carey, D-Lewiston, a member of the Legislature’s Transportation Committee and a critic of the proposed toll increase, said he is not disputing the need for a toll hike, he is disputing the way it is structured.
“Almost everybody that testified in Lewiston didn’t contest the need for a toll increase,” he said, “What we want is to be treated fairly.”
Carey said the MTA staff proposal would have those that live in Lewiston and Auburn pay three times the amount to drive the same distance as some other users of the toll road.
Mills said he hopes the authority will decide on a toll structure at its July 19 meeting.

You can never have an article about LePage without him blaming someone else, sure it may be a little valid at this point, however is it our fault, the drivers, and is it tourists fault that we have to pay for the mistakes of the past administration in the form of increased tolls?
Tax and spend Republicans.
I know, right? Esp when the Ds are always saying, “Yes, we’ve made mistakes–and some were duesies–but we know better now…” and never starting most sentences with, “Because GWB and the Rs left us with…”
I really hoped that Mills would be better, but I see he is the same.
So we are paying for MTA’s mistakes.

I think its more like the people who use the turnpike and benefit from it pays for MTA’s mistakes.

Well of course he supports the increase.
Why is it every time I see a picture of him all I see is him in a crown rubbing his hands together greedily over a pile of gold.
How about reducing the pay of Peter Mills and his cronies.

Maybe if they had money managers that could predict that they had to pay back a bond we wouldn’t be in this mess.. maybe they were just busy watching violette… oh that’s right, they didn’t know about that either …. looks like the peter principle is rampant in management over at mta!
Yet only Violette is being held accountable… what a crock!
The cracker jack box accounting team didn’t know violette was stealing and now they tell us the didn’t budget enough to pay back a loan.. hey mills, I think I know where the next layoffs should be…

Mr Lepage hasn’t in any way created the MTA mess. Tell me why and how you think he did, so that I can discredit your logic..

There was the situation of “aggressive” widening of the turnpike with bond money. Then there was the “need” to consolidate the departments of the MTA in one building again with bond money. Consolidation was probably needed but some commentators referred to the new building as opulent. There was also factored into the plan “energy saving” features. One comment about that was lighting was so complicated that instructions were posted on the wall by light switches. All this cost big (bond) bucks. Mr Mills has been characterized as a numbers man than he should be able to come up with a more equitable toll fee for the turnpike.
What’s the difference between a tax and a toll? LePage is against higher taxes. LePage is in favor of higher tolls. Therefore, tolls are not a tax. Either way, it’s coming out of your pocket.
It isn’t a matter of which pocket it comes out of, but which pocket it goes into. LePage has lied so much that I wouldn’t believe anything he said. If he said it was raining, I would go outside to see for myself. If a man hasn’t got integrity and honor, he has nothing.
the MTA was allowed to bond for improvents and kickbacks, Someone needs to pay for the roads they use everyday and begged for the widening.. So the users should pay for it through tolls. Is that to hard to understand?
Will tolls go down after the bonds are paid?
I think that they should charge much more for cars coming into the state. Also, every agency connected to the State of Maine should be required to post their annual report and audit online. We have no way of knowing about the costs without an audit being posted for the public to view.
The real sham is how come they didn’t plan this out. All of a sudden they now say if we don’t raise tolls they’ll be in default and be taken over by banks … who was the one who planned this out, and more important..why are they employed? Its seems as though that mills is going after waste with lower level employees but ignoring the real problems at mta…

They did plan it out. That’s how things work in the bag. At the last minute they claim a dire emergency and we haven’t got time to do anything but pass things my way, right now. I am surprised that the common man can’t see through this, but they are still saying, “He’s my kind of man.” If I rob you blind, will I be your kind of man or a crook? So’s he….
Why isn’t the governor and mills asking this question
As someone who travels the New England states, I have no problem with raising tolls. The state has , as I believe, the worst highways of all the states I travel so if the revenue goes to highway improvement, this would be a plus for our fine state.
Mr LePage has had a hard job correcting the sins of the past.

So Mr Governor sir, WHAT ABOUT US? What about the people of Maine. We are not the ones that spent viciously and made poor decisions. We are not the ones that stole money. So why in the name of god, are WE the ones that have to pay for it. Why dont you call all of the Casinos and see if they wanna chip in and pay it and you can rename the Turnpike, Big Spender’s Way or something..So totally sick of this crappy state.
The Maine Turnpike is a classic example of the “Two Maines” — road starts in the Boston suburbs and ends in Augusta. The Guv is willing to pay to upgrade it, but refuses to issue voter-approved bonds to maintain roads elsewhere in the state. Try driving US 2, sometime . . .
Unless you want to travel an secondary roads from Augusta to Portsmouth you have no choice but to pay the tolls, No pun intended but this is “highway robbery”
We are paying 30 cents at the pump per gallon plus federal tax on top of that to use these roads plus now they want to increase the toll tax.
Why not start cutting upper management salaries and bonuses.
Get rid of the union and pay normal salaries.
