BANGOR, Maine — What was expected to be a battle turned into a temporary truce as councilors unanimously agreed to postpone voting on a request to expand the Hope House at Monday night’s City Council meeting.

Penobscot Community Health Care asked councilors to amend the conditional uses allowed in the area occupied by the Hope House — a facility at 179 Indiana Ave. that provides emergency food and shelter to alcoholics and drug addicts, as well as on-site medical care, mental health services, housing support and social service case management. PCHC officials would like zoning to allow for rooming houses, boarding homes or congregate housing facilities owned and operated by a public or nonprofit organization.

Nearby homeowners and residents are against the proposed expansion, saying that Hope House residents have created problems in the neighborhood ranging from loud, coarse language to trash and safety and security issues.

Police are called to the Hope House fairly often, said homeowners and neighbors including Alfred Mosca and David Green, who both live on Dunning Boulevard.

PCHC Chief Executive Officer Ken Schmidt has offered to hold a meeting with nearby residents to air concerns and come up with possible alternatives and compromises that address major problems.

The Bangor Planning Board voted 4-3 against approving PCHC’s requested amendment.

Cary Weston, City Council chairman, said postponing the vote on expansion until the first council meeting in September will allow more time for Schmidt to meet with residents.

In other agenda action, the council:

• Voted 9-0 to approve revision of Bangor’s city code pertaining to dangerous trees and branches on private property. The revisions mean disputes over trees on private property must be settled between neighbors or in court.

• Voted 9-0 to accept and appropriate $601,000 in grant money from the Maine Department of Health and Human Services to address tobacco and substance use as well as chronic disease and promote nutrition and physical activity.

• Voted 9-0 to amend city code prohibiting Saturday parking on a portion of York Street between Essex and Adams streets to allow use by those attending services at the two synagogues on York. A handicapped parking space will be added in front of Congregation Beth Israel on York Street.

• Authorized by a 9-0 vote the issuance of up to $35 million in general obligation bonds for the Bangor arena project.

• Unanimously approved both liquor and special amusement licenses for 81 Park St. Events Center, a business — operating at the site of the former Tarratine Club — which is still in the planning stages and is being started up by Tricia and Bob Quirk.

• Approved a development agreement 9-0 with Largay-Feeney Investments to rehabilitate an abandoned home at 55 Grant St. that the city acquired through mature tax liens.

With all the crime in Bangor, why would we want to expand the HOPE house?  It was formerly run by the phony Bob Carlson.  The man who profited greatly from the ignorance of this area.  All in the name of “helping the downtrodden.”  Far too many profit from these people around here and really provide no HOPE whatsoever.  They only increase the crime rate and cause good people such as the Stairs family to get out of Bangor.

      1.  No. Hope House is NOT a methadone clinic. It’s a homeless shelter which provides social services in an effort to HOUSE THE HOMELESS.

        1. I know what they do, it was the post above me that stated that it was a methadone clinic. I was positive it wasn’t but I did not know if they knew something I didn’t.

          1.  Not sure why folks keep addressing me, I’m not the one saying anything about methadone clinics. I just wanted to correct the guy above me who thought Hope House was one…But, now that I know where they ALL are….I’m gonna go get me an opiate addiction :-)

        2. The hope house takes drug addicts and alcoholics, it is a wet shelter. The only one north of Portland, the second largest in the state. Do they take pedophiles as well?

    1. Was it drug related on the Stairs family home??? Every big town or city has a drug and alcohol problem. Just not Bangor.

    2. Hope House is NOT a methadone clinic! There is no profit in housing/treating the homeless population. Hope House is also not responsible for the actions and behaviors of individuals. The Hope House expansion will house more people who don’t have housing, taking more people off the streets, out of the neighborhoods, and away from the woods.

      1. The Discovery House is the one with the methadone clinic. The Hope house is the second largest homeless shelter north of Portland. It does take addicts who have not recovered. How big do we need to make this place? What percentage of the people are from away? Yes Bob Carlson had an income over $100,000 and a company car to boot. All the while taking advantage of government funds. Do you think these CEOs are not making money on this?

  2. I am a person who was at one time homeless walking the streets of Bangor drinking vodka out of a bottle in a brown paper bag and am now sober for a few 24 hrs,  employed and own my own home . With that said the Hope House was instrumental in helping me find recovery and turning my life around. Many people do not want the inconvienience of being reminded of the reality of the destruction of addiction and don’t want these places anywhere around them, but thank God the Hope House was there when I needed it the most. For many of us the Hope House was the last house on the last street. Thank You for being there.    

    1.  To you I say bravo !! You are one of the very FEW that tried ( and did ) better your life while staying at the hope house…..but you,I,and everyone else knows that eight out of ten people at the hope house have no want OR desire to change their lives. And untill hope house changes its policies on letting drunk and high people come in and stir up trouble of course area residents are going to resist any expansion…..it aint rocket science
