More than 200,000 women in Maine with private insurance will no longer pay out of pocket for some preventive health services, including birth control, under a provision of President Barack Obama’s health reform law that took effect Wednesday.

The provision includes a hotly debated requirement that employers include at no cost all forms of contraception approved by the Food and Drug Administration in health plans offered to workers. Religious groups have decried the requirement, saying it forces them to violate their beliefs against the use of contraception.

Less controversial are seven other mandated services for women, including breastfeeding supplies, screening and counseling for domestic violence and HIV, and preventive care such as pap smears.

“I think this is a huge step forward for Maine women, particularly when you think about how many women are struggling to pay their bills,” said Andrea Irwin of Consumers for Affordable Health Care, who also leads a coalition dedicated to better health for women and girls in Maine. “Many women end up forgoing preventive care like this because they can’t afford it.”

Health insurers must offer the preventive services for women without charging a deductible or copay. While the services will be free to individuals, health insurers will pick up the tab for any increase in women taking advantage of birth control and screenings.

“[The services] are in fact not free,” said Joel Allumbaugh, director of the center for health reform initiatives at the Maine Heritage Policy Center. “You are paying for them in your premiums.”

He estimated that the regulation will nudge health insurance rates up by about a third of a percent, as insurers spread the cost among all policyholders, including men. Many of the preventive health services for women were already covered by policies in Maine, with a copay or deductible, Allumbaugh said.

The Obama administration has argued that insurers will ultimately save money by preventing unwanted pregnancies.

The rules also require insurers to cover sterilization and prescriptions for emergency contraception, such as the so-called “morning-after pill,” at no cost.

While the regulation took effect Wednesday for new health plans, many women will still have to pay at the drugstore or their doctor’s office over the next few months. The provision kicks in for existing policies when they renew, which is Jan. 1, 2013 for many employer-based plans. Still other health plans that were in place before the Patient Protection and Affordable Care Act was enacted in March will be grandfathered, and won’t offer free birth control until 2014.

Irwin suggested that women contact their individual carriers to find out when preventive services will be offered at no cost.

The U.S. Department of Health and Human Services estimates that 47 million women aged 15 to 64, including 212,588 women in Maine, will benefit from the regulation. The figures don’t reflect that the proportion of grandfathered plans may vary state to state, that some women already have free coverage for preventive services, or that some employers are exempt from the requirement.

The Obama administration originally exempted only religious employers, such as churches and synagogues, from the mandate, but required universities, hospitals and other institutions with religious affiliations to comply. After a fierce backlash from the Catholic church, the White House softened its stance, giving employers with religious affiliations another year to abide while a compromise is brokered.

Several religious organizations have filed lawsuits against the provision. A federal judge ruled last week in favor of a Colorado business owned by a Catholic family who argued that the rules forced them to support contraception against their religious beliefs.

Another provision of the federal health reform law took effect Wednesday that requires insurance companies to refund millions of dollars to policyholders whose plans spent too much of their premium dollars on administrative costs instead of medical care. Maine residents who work for larger employers are expected to receive $2.6 million in rebates.

    1. Yes, a victory for many. But not for all. Women who work for religious organizations can still be required to pay for contraception in addition to their insurance premiums. Until we have a national health plan that covers everyone in the same way, some of us will remain second class.

    2. I bet the number of truly “accidental” pregnancies in this country is quite low.  Birth control is very effective when used correctly.  It is also very cheap (with existing insurance) or “free”…well, at least THAT person doesn’t have to pay for it if they qualify for Mainecare, etc.

      If I thought this would stop the baby train from continuing for some (you know, those who ‘accidentally” have 3-4 kids by the time they are 24 that we all get to support), I would be happier. I don’t think this will affect the birth rate at all.

    3. Condoms are about 90% effective if used correctly. 

      There are a lot of reasons why condoms do not get used correctly and the efficiency decreases.

      1. What is the effectiveness of pills taking into account those that miss a day here and there? What are the side effects of the pills? I am guessing you haven’t thought this out. Both the pills and patches are about 92% effective. Condoms are 85% effective.

          2. A 98% effectiveness rating means that if you have sex everyday for a year you have a 2% chance of getting pregnant on the Pill.  Since most people do not have sex daily the actual effective rate of the Pill is closer to 99.9%

          3. The effectiveness percentages are based on failure rates and not your absurd fiction. The rates are determined by clinical trials and field studies. The pill is 92% effective. The shot is almost 99% in the best of circumstances.

    1. The cost an unwanted pregnancy (prenatal care, delivery and followup care for the newborn and growing child) is far greater than the cost of contraceptives.  This is why insurance companies like this provision.

          11. The horrible economy (in my humble opinion) is due to lack of regulation of the financial markets, followed by the bail out at the tax payers expense.  

            While the deficit and the municipal governments are in trouble; the stock markets are doing very well indeed.  Further,  corporations are holding on to large amounts of cash.  In other words, they are doing very well, but are failing to put people to work.  That money sitting in reserve does not stimulate the tax base.  

            The socialism is here, but its all corporate socialism.  Too big too fail, what a rip off.

    Supporters of any issue can vary on issues within an argument – so if you are not as I describe, than say so. 

    Pro-life Mission: 
    – Consistently (Texas, Missippi, Alabama, Etc) – Teach abstinence only, leads to higher std rates with no reduction in age of those that have sex. Also they have a higher teen pregnancy rate among other issues with their youth. 

    – Stop Funding of Planned Parenting, Clinics, Obamacare, etc. 
    –healthcare for women not okay, contraception are not good for women, insert personal mock authority, “I decide what women can and can’t do” 
    – Wants to limit SNAP benefits and reduce or remove TANF
    – Has bumper sticker on car, that reads, “If you can’t feed them, do not breed them”
    – “Work hard millions depend on your paycheck”

    Goal: Lots of Babies, uneducated, with no supports – yay – a win for life!

    Real Goal: Mission failure by design – millions of unwanted children, and if conservatives won on the other issues, these children would be without food and, conservatives would reply with, “Not my problem that women do not know how to keep their legs closed” <— Jesus would back that message wouldn't he? 

    Women deserve healthcare, they deserve equality, they are the creators most akin to god and yet all we do is insult everything they do and deny them rights based on religious values that they may not follow. Glad this is land of the free. 

    1. Viagra and other ED drugs have a high co-pay, generally. Let’s make it an equality issue.

I have no moral or religious dog in this fight, but to me it’s simply cost-shifting.  While it’s true that it’s cheaper for others (society/employer) to pay for birth control for women than it is for them to pay for care costs of a child, the real question is why do they have to foot the bill for either?  In either case it comes down to one or both parents not making a responsibile decision, and aren’t being held accountable for it.

    If you’re deem yourself old enough to make the decision to engage in behavior which yields a child, you should be old enough to plan on having your financial house in order to care for a child long term.  If you can’t, I’m pretty sure there are plenty of people who are medicly unable to have kids themselves who would be more than willing to pick up the cost of caring for a child.

    1. One million unwanted children in the united states alone. Our country has a responsibility to educate, inform and prepare our citizens to be, just that, citizens. The biggest indicator to reduce and or stop unwanted pregnancies is education. While what you say has merit, you must be aware of inequality within our education system and within our populations. 

      We need to produce a situation that will create a fix for now, but could lead to a better informed choice later. We as a nation are only as strong as our weakest link. This concern of yours was born from our political arena not respecting women and trying to govern their uterus instead of educate women about their uterus. This is costly, trying to litigate women’s choices over body, and it also damages that educational value of sexual knowledge. 

       Men in politics placed us within this cluster[bleep], we need to start doing something or else the situation will worsen and will cost us even more money. I often trumpet, “The growing prison system”, but we do house the largest one in the world and this is much more costly then birth control in regards to our taxes. 

      Why are we responsible for anything? If I did not throw the wrapper on the ground, then, why do I have to pick it up? What if there was 2,321,341 wrappers? Still not my problem, should I write a law, should I tax people if I could? When is it my responsibility or our responsibility? 

      It is a tenuous relationship between self and government, tax and not being taxed. There is no easy answer. 

      1. Who cannot afford $8/month? Are you suggesting that 200,000 Maine women cannot afford $8/month?

      But really, you aren’t “paying for everything someone else wants.”  You are part of a huge pool to ensure that everyone has coverage.
      This notion that MY tax dollars or MY premiums are funding something *I* don’t like even though it benefits other Americans is really selfish and thoughtless.  We aren’t hermits; we are all working together for the good of society as a whole.

          4. So if these pills are so freaking cheap, why are you complaining about the plan covering it.  They sound like they cost NOTHING, really, compared to other drugs and services.  I can only guess that you have issues with the sex lives others.

          5. Two reasons:
            1. It violates the 1st Amendment freedoms of those religious organizations who oppose these intrusions.
            2. Assuming the 200,000 women number is correct and $8 is an average generic cost to the purchaser, that is $19.2 Million of costs shifted to somebody else per year in Maine alone.

          6. Yes, that religious freedom to discriminate.  Do you think it’s also protected for an employer to deny coverage for their employees who are gay?

          7. 1. It is not a “religious freedom to discriminate”. It is a Constitutional right to practice the religious doctrine of the sanctity of human life.
            2. Employers are generally uninterested in the private sex lives of their employees.

        1. Since I have no idea what that is and don’t have the desire to look it up, but I am guessing that not only do you know what it is but you have needed it in the past/present.

        1. Medications to alleviate ED have been covered under healthcare plans since they were developed.  If you had health insurance prior to the ACA taking effect you were subsidizing old men recieving ED medication.

          Why is it ok for you and me to pay for an old man to get ED meds but not for women to get contraception?

          1. You haven’t been paying attention. The new effect of the law is that women now do not have any co-pay at all.

          2. I stand corrected, but so what? It saves money in the long run and will help to bring down the debt. All things that are important.

          3. Shifting costs doesn’t save money at all. It only takes money out of a different pocket. It also does not bring down any debt. In fact, because the product is now mandated at no cost to the employee, the manufacturers have no incentive to keep costs under control. All costs will be passed through to the employer.

            You haven’t been paying attention. So What? This is nothing new.

  10. Perhaps this will save the American taxpayer big money in the near future.  I can see future unplanned children being denied federal and state support because there will no longer be an excuse for unplanned pregnancies. This can be a win win for everybody. 

        1. Not a dictator because we can simply vote him out.  Please go to a country that actually lives under a dictatorship, then you wouldn’t simply throw this world around.

  12. If men could have babies this would have always been the law. It is only because it is females who give birth that it’s such a huge controversy.
     Woman are still treated like property in our society by the older generation. Thank God today’s young people  are better educated with much higher moral standards.

    1. I was almost w/ you until you said “higher moral standards”.  I find the younger generations to be lacking in moral department.

      1. Younger people make bad choices as they always have but today’s kids are less racist, less bigoted and they drink  and smokeless then the older generation.
         That’s a good thing.

      2.  I have to argue that.Some young people will always make mistakes.That is part of life.But I can say for the most part the young people I  work with,my nieces and nephew and their friends,the local kids I know-I have nothing but praise for nearly all of them.They do a lot,are respectful and CARE!

Bull crap.  Just more gov’t giveaways to people who will spend loads of money of cell phones, multiple TV’s in the house, cigarettes, vacations, you name it instead of making sure there’s enough left over for essentials.  So Obama “gives” free contraceptives but look out when he has his way with your utility bills.

    1. That is not true. In order to have, “entitlement programs” you have to declare assets, finances, bank accounts, pay and in order to qualify you have to be working or attending education. There is also a five year limitation regardless to family size. April you need to research before stating false information. It is nice to say only what you feel, but in the end, you must be aware of how inaccurate your statements are. I am sure you can relate it to many situations in your personal life with family members or friends, but it is not the facts at all. It is what you infer on a very small scale that makes you feel right. 

      Read information on TANF & SNAP benefits and educate yourself on the situations that matter most to you. So you can better describe what is actually occurring and using real information to achieve your goals.

  16. I’ve always had this crazy idea that if you want a product or a service, then you go and buy it for yourself. I’m weird though. 

    1. Yeah.  That’s why I write a check out to the public works department whenever I drive on the street.  Or to the police department that time I had that accident.  Oh, and the checks I write out to the doctor whenever I see him-oy!  Those really hurt!

  17. All babies need to be prevented or aborted unless the parents acquire a birth license.  If the potential parents have anything less than $500,000.  in the bank , the state must eliminate the fetus.  A victory for women and men alike.

  18. I’m all for healthcare coverage in this country but this mandate is unethical and immoral.  It is against religious freedom in this country.  This isn’t America anymore.

    1. Do you think it’s fair to deny coverage for gay people if the employer thinks homosexuality goes against their religion?
      Do you think freedom of religion means freedom to discriminate against your fellow Americans who don’t believe as you?
