BANGOR, Maine — An Island Falls man was sentenced Friday in U.S. District Court to 16 months in prison for failing to register as a sex offender. Robert Frederick Goguen, 37, also was sentenced to three years of supervised release.

He indicted by a federal grand jury in January 2011. Goguen pleaded guilty to the charge the following July.

Goguen was required to register as a sex offender because of a 1996 sex offense in Connecticut, according to court documents. He moved to Maine in 2009 from western Massachusetts, where he had registered as required.

Originally, Goguen was charged in Penobscot County with unlawful sexual contact. He allegedly had sexual contact with a minor under the age of 12 on July 28, 2010, in Patten, according to the Penobscot County District Attorney’s Office.

That charge was dismissed in July 2012, according to a document filed in U.S. District Court in Bangor.

Goguen faced up to 10 years in prison and a fine of up to $250,000 for failing to register as a sex offender.

  1. Repeat offenders who move from state to state to continue to sexually abuse children is why we need a sex offender registry. If they don’t want to deal with being on the list, then they can learn to keep their hands to themselves. Or at least to have sexual contact with consenting adults. For people concerned about the stigma attached to it, I say let them wear the shame attached to a shameful act.

  2. Imagine being so bad in bed that no consenting adult would want to have sex with you. Sorry but he should have got a much harsher sentence. When they don’t registar, they are usually planning on picking up old habits. Better start checking on the local kids. There is likely to be more to this story

    1. Unfortunately, you are probably right. These are predatory individuals and they take advantage of whatever opportunities may present themselves. And they usually play up to families with children, impressing them with how nice they are to kids. The thing that is scariest about child molesters is that they can appear so normal (average)  to most people.

      1. Perhaps seems to be now way to change such behaivor. It continues for the rest of their lives.What is even worst that many of the molested children grow up to be child molestors themselves.  It is avery real plague in our society. Hence the profitable child porn industry. Short of a death sentence, I can think of no way to put a dent in it. Ceck up on the online sex offenders list in your area and you might  well be shocked with how many that you would find in a ten mile radious. I live out in the desert, yet in a ten mile radius I could find seventeen  sex offenders n a map of my area, most of them child molesters.

      2. What is really scary is the child molester is rarely the stranger that we warn  children about, more likely it will be somone well known to the child and even the family, worst it may include a family member.

  3. Other states send their sex offenders to Maine where they get instant free food and housing. Bangor is the sex offender capital of Maine, having more sex offenders than even Portland, which has double the population of Bangor. Bangor’s city council has done nothing to stop this.

    1. I really do not know the statistics of how many sex offenders there are nationally and where most of them live. I would rather not have to be that depressed to learn how many such depraved individuals exist. But I think that there are way too many of them everywhere, and they move around from state to state in attempts to hide in plain sight.

Okay, you seem to have explained why Bangor allegedly has more of ’em than Portland and the possible reasons for its attraction for so many, but it doesn’t support the claim that other States are sending them there. They are free to move where they want as long as they register. Bangor’s offering better benefits is the only plausible reason, not the ludicrous accusation of them being ‘shipped there’.

We have spoken to Bangor and Maine law enforcement officers and court employees who know
            very well about the problem and they’re not happy about it but their
            hands are tied. A nurse from a hospital in New Hampshire admitted they send pregnant drug addicts to Bangor so their babies will be born in Maine and so Maine taxpayers have to foot the bill when their babies are in the NICU for several months going through withdrawals. The drug addicts also get free food and housing, and free Methodone. All states try to ship their undesirables elsewhere but Maine, and Bangor in particular, in doing nothing to stop the practice, welcomes them with open arms.

          3. Anecdotal third hand (at least) hearsay without any backup provenance provided to me at all.

            I’ve heard that my neighbor is a fugitive bank robbing wife beating drunk. It must be true because some people at the local coffee shop heard it somewhere. That kind of ‘evidence’?

          5. All I asked is weather your ‘evidence’ can be confirmed or if you just believe some anecdotal hearsay. I’m simply asking for just one link to a Bangor official complaining about more than what the city took on with said programs, or maybe some nurse in NH testimony pertaining to some investigation panel checking out her/his claim. Any proof at all!

            I don’t have MY head in the proverbial sand. I deal in some opinions; otherwise provable facts. I never did believe the unsubstantiated tales of the moon landing being staged from a movie set either.

        1. Fail to research? I just told you I know people who are sex offenders. I also know people who are homeless, people who are in prison, people who are old, young, sick and healthy. In short, I know a lot of people. I have also lived in and around Bangor my whole life. I wager I have a pretty good idea what happens in these parts. If you have solid, reputable data to back up your wild claims I would love to see it. Please send me in the proper direction.

          Right. The jobless in this state do oft times qualify for free food, housing and other services. Therefore, homeless/jobless sex offenders as well. Having food and a bed is something that society as a collective whole has decided is a basic right inherent to our race, regardless of conviction or creed. So while your statement is effectively true, you are presenting only the tiniest bit of factual evidence to support your claim.

          You seem to suggest they are invited and given “red carpet” treatment, for free. This is completely illogical. There is no way “the system” would put them up forever, for nothing. Its just not going to happen. How does the government benefit from that? You do realize we are a Capitalist nation, and that the profit motive governs all? How does it make any sense to invite these massive hoards of sex offenders you claim are all around and take care of them forever? You say Bangor has twice as many and the reason is because of the free services. Well, that’s all well and good, but why then is the city giving them free services? Or had you not thought that deeply about it?

          I HIGHLY doubt you can produce one example of a child molester/rapist who lives next to a day care, or school. You mean to tell me that offenders come to Bangor mainly because they are invited to live next to a park or school for free? There must be some advertisement… I bet it goes like this:

          Need a change of scenery? Are you having trouble fitting in in your community? Then take the free bus to Bangor, Maine! We have a high homeless rate and the worst Opiate Addiction rate in the country. Our local economy is also in a slump and violent crime is on the rise. Don’t worry though, because we have several beautiful properties for you to choose from, including several which are conveniently located directly next door to local schools, day cares and parks. Not only will we house you, we will also provide you with food via Foodstamps. You can even buy sugary treats with it, including but not limited to candy and pop. Upon arrival to Bangor, Maine you will be given a card, labeling you as an official member of the “Order of The Registered Offenders of The Sex”. This card will entitle you to so-called “Red Carpet” treatment and will give you VIP status at local attractions, including the Acadia Hospital, the Methadone Clinic, Local Taverns and Diva’s. As a bonus, the card also grants you free, unlimited, after-hours access to the Children’s Discovery Museum, where, you will be completely free to discover all sorts of things! Heck, we’ll even pay for the cab!

          So, come to Bangor, Maine! Where the living is good and the park next door is only really busy when the sun is out!”

          Anyway, I AM NOT in favor of sex offenders, at all. The above mock advertisement is silly, as is your opinion. One of the only things I dislike more then pedophiles is ignorance and delusion.

          If you can provide evidence and factual information to support your opinion, please, by all means…

  4. It’s clear that judges are liberals who are single with no family whatsoever.  Why else would they show such disregard for our families?

I’m not defending this guy so don’t ream me a new one but I find a couple of things interesting.  First, his original conviction in Connecticut occurred when he was 20 or 21 years old.  I wonder how old the victim was, 17 perhaps, and was the victim a boyfriend or girlfriend at the time?  Then we have the most recent charges from 2010.  Sounds like he is an incurable pedophile.  Yet these charges were dismissed.  Prosecuting attorney’s don’t let these kinds of charges go easy.  I wonder what the whole story is here.

    1. Gee, some good questions for some ‘less than’ info! We certainly don’t have enough knowledge of him to form an opinion, with or without dropped accusations. At first glance, I would say he’s guilty, but I prefer to hold judgment in this one.

      To add to another conversation: I carry my own luggage! This old mechanic doesn’t travel much anymore, even back to the County. I do have to admit to a daytrip to Illinois last Sat. to check out a possible purchase of a collector car that I don’t have money for but I’m starting to think that we have like minds for more respectful banter (my udder half got me this ‘puter and let me loose with it a couple of years after I became a bit of a crip, so watch out).  :)

  6. Except in the title, the town of Island Falls is not even remotely mentioned in this article, nor in the one written before it, about this creep. So, HOW exactly is he an “Island Falls man”? The town of Patten is mentioned. Island Falls is next to the town of Crystal, which is next to the town of Patten. Where and when does Island Falls come into play? Island Falls is in Aroostook County, Patten is in Penobscot County, which is why charges were FILED in Penobscot County. There are many French surnames familiar to this area (I have a Genealogy database with literally thousands of French surnames dating back to the 6th century), but Goguen has not appeared in this area. Ever. So I personally would prefer that my hometown’s name not be drug through the mud with this disgusting criminal, especially since no association with him appears to exist! DO YOUR RESEARCH AND TRIPLE CHECK YOUR FACTS, BDN!!!
