PRESQUE ISLE, Maine — A 36-year-old registered sex offender was indicted by the Aroostook County grand jury after he was arrested for the second time in less than two years last month for allegedly changing residences and failing to notify police.
Marco Isaraha Cullins was among those indicted by the grand jury on Friday, May 8, according to Aroostook County District Attorney Todd Collins. Cullins was indicted on a charge of violation of sex offender registration.
State law requires people who are on the sex offender registry to notify local police within 24 hours of relocating to a new city. It is a felony to violate the law.
Presque Isle police Detective Bill Scull said on April 10, one day after Cullins was arrested for the second time, that Cullins first failed to comply with that law in 2013.
Cullins had been convicted in California of distribution of obscene material and possession of obscene material. It is not clear when he moved to Maine, and more information about those violations and when they occurred was not available from the online registry.
After Cullins was found guilty of failure to comply with the Maine sex offender registry act in 2013, he was fined $300.
Most recently, Cullins moved to Presque Isle from Bridgewater and again did not let the police know, according to Scull. Cullins quickly posted bail.
