ROCKLAND, Maine — Tom Luttrell, the city’s longtime finance director who twice served as interim city manager, has resigned.

Luttrell said Tuesday he has accepted a job with Rockland Savings Bank.

“I’m sad to go. I love this job but this was a great opportunity,” Luttrell said.

His last day on the job will be Sept. 11.

Luttrell was hired by Rockland as finance director in January 2007 after five years as business manager of School Administrative District 5. On two occasions, city councils turned to Luttrell to serve as interim city manager.

The most recent came after James Smith resigned. Luttrell served as manager from December 2013 until when James Chaousis began work the first week of March 2015. Luttrell also served as acting city manager for five months after the resignation of Rosemary Kulow in September 2011.

Councilors praised Luttrell’s work earlier this year but did not hire him as manager though he was a candidate.

“He has proven to be a valuable member of the city team while additionally providing guidance to the City Council and several managers. I will personally miss him,” City Manager James Chaousis said Tuesday.

Chaousis said he was working on a strategy to replace Luttrell in the short and long term.

General Assistance Director Samantha Mank also resigned, effective this week, to take the town administrator job in Unity. Chaousis said her responsibilities would be rolled into the duties of existing staff.

In April, longtime public works director Greg Blackwell resigned after he was informed that his position was being eliminated but that he could apply for the newly created post of public services director. The new position also oversees the solid waste facility and the city’s vehicle fleet. That position will be filled by David St. Laurent who was most recently the city’s assistant wastewater treatment plant director.
