Regarding voter ID: If it is so dire that voters have photo ID cards to solve the non-existence of voter fraud, might I suggest that every voter be issued a photo ID upon registering.

Polling stations or voter registration sites could be responsible to have photo ID equipment at hand to re-register each and every voter. If a voter is unable to come in to re-register, the polling station or registrar of voters could be required to visit these people at their residence and perform the necessary procedures.

People who marry and take the name of their spouse could be issued new IDs with both their original or married names. For each and every re-marriage. Each time they have a new name they could be required to hand in their old photo ID and be issued a new ID with the appropriate information in order to prevent them from being barred from voting and performing their civic duty.

In order to pay for all the required equipment and increased expenses, I think we should impose a tax on those who are proposing voter ID. It should be fairly easy to identify the political donors who are pushing photo ID. If it is so important to them, they should be grateful for the opportunity to finance their plans.
