ICE agent who killed Biddeford man left a trail of disputed arrests

We reviewed records from four past immigration arrests involving David Brouillette, the U.S. Immigration and Customs Enforcement agent who fatally shot a 25-year-old Colombian man in Biddeford earlier this month.
Those records showed that Brouillette repeatedly took part in aggressive stops of immigrants who were not the original targets, were accused of no crime and were following a federal process to obtain legal status in the U.S.
“They were just saying they were arresting everybody and they were going to take me out of the car for better or for worse,” said Carlos, a construction worker from Ecuador who was arrested by Brouillette and other agents. “I thought, well, if I just did what they said, they’d be less likely to beat me,” he said.
An immigration lawyer with the ACLU of Maine called the “chaotic, expensive, dangerous” arrests a “waste of time” that look like an attempt to “boost their numbers.”
