HOULTON – Philip Mansur Howe passed away Oct. 28, 2009. He was born Sept. 24, 1921, in Houlton, the son of Dyke Bradford and Jean A. (Mansur) Howe. Always interested in the community, he served on Houlton Budget Committee, Houlton Chamber of Commerce, both as a board member and president, and was a member of HRDC Board. He loved Houlton and its people, and has always been someone people could go to for information about the history of both the community and its residents.
