BANGOR, Maine — A Lincoln man is facing multiple charges after his arrest Saturday afternoon in the parking lot of Dunkin’ Donuts on Main Street.

At the time of his arrest, Joseph Mansur, 55, allegedly was in possession of drugs, an illegal knife and numerous counterfeit inspection stickers, Bangor police Sgt. Paul Edwards said Monday, citing an arrest report.

Mansur is charged with unlawful possession of a synthetic hallucinogen, namely bath salts, a Class C felony punishable by up to five years in prison, a fine of up to $5,000 or both.

He also is charged with unlawful possession of scheduled drugs, which Edwards said are believed to be amphetamine and dextroamphetamine, possession or use of counterfeit inspection stickers and trafficking in dangerous knives.

Because he was out on bail for a felony charge at the time of his arrest Saturday, Mansur’s charge of violating the conditions of his release was elevated to Class C felony status.

Mansur, who was convicted of running a methamphetamine lab in his home on West Broadway in Lincoln in 2002, was fined $400 and sentenced to five days in jail last month after he admitted in court that he had been in possession of bath salts.

Lincoln police also arrested Mansur last October during a motor vehicle stop for speeding on River Road, which led to police finding slightly more than $10,000 worth of cocaine, bath salts and other drugs in his car and home.

Mansur initially was charged with four counts of aggravated furnishing of drugs, including bath salts, and three kinds of scheduled drugs, unlawful possession of an unscheduled drug, methamphetamine, and unlawful possession of cocaine.

Mansur reportedly came to the attention of Bangor police on Friday, when they were called to Eastern Maine Medical Center to look into a matter involving an infant, Edwards said. The details of that incident were not released.

On Saturday, Officer Steve Jordan spotted what he believed to be Mansur’s Ford Expedition at Dunkin’ Donuts, ran the license plate number and determined the vehicle belonged to Mansur, Edwards said.

Because Mansur was out on bail, he was subject to a search, which turned up a tin container containing a white powder that tested positive for bath salts, pills in another container, a knife in a sheath attached to his pants and inspection stickers that all bore the same number.

Police also found bandages and syringes in his possession, Edwards said.

Mansur initially was taken to Eastern Maine Medical Center for treatment of symptoms that included high blood pressure and a rapid pulse. After he was medically cleared to leave, Mansur was taken to Penobscot County Jail, Edwards said.

    1. i can remember as a kid my dad had friend who “inspected” my dads truck in our dooryard, he always passed and the guy walked around it once and pulled the sticker out from his shirt pocket. its not like that anymore though- too bad 

      1. My buddy does his own “inspections”. He takes the right colored construction paper, a Sharpie, and a ruler to make his own up. He has done it for years and never been caught. But, like he says, he drives the speed limit, uses his turn signals, and never gives the cops a reason to take a closer look. I have seen his work, you have to practically use a magnifying glass to tell it is a fake. I take the easy way out and run farm plates.

        1. Wouldn’t the easy way be to keep your vehicle maintained so that it will pass a $12.50 inspection?

          1. That’s just the correct way.  The real issue here is that this guy might just be a career criminal.  Perhaps the concentration of comments should demand he be removed from the general population for a long long  time !

      1. OK lets go over this…now the trafficking in dangerous knives….what makes a knife a dangerous knife and another one is called a concealed weapone? Anyway I can see the reasons why someone would want to carry protection, I can live with that.Then he gets caught with drugs and another charge comes for that, I can live with that, but the counterfeit inspections stickets is where I draw the line. Maybe someone ought to compare those bogus numbers against the Bangors taxi cabs ‘legal inspection stickers’ . Those taxis  are just plain dangerious.  So I say up the river he goes without a tree to make a paddle.

      1.  ‘Not all vehicles with tinted windows and dual exhausts belong to criminals’….’but many criminals drive vehicles with tinted windows and dual exhausts’

        In the inner cities of the country, drug dealers and runners advertize with loud vehicles stereos. in rural States, drug dealers and runners  use loud exhaust.

          1. i did live in a drug infested big city complete with  drive by shootings, street gangs like ms13,some others. i am quite familiar with what drug dealers and drug runners drive. i am likely more familiar and can detect drug dealers and drug runners in maine more than 99% of the cops in maine.
             
            inner city drug dealers,runners drove loud stereo vehicles to advertize drugs for sale.
            the vehicles that came from out of state with maine and NH license plates tended to have loud vehicle exhaust. loud stereos too, but more loud exhaust vehicles.

            if maine police went out today to deliberately stop just a dozen loud exhaust pickup trucks at random, i bet they would make a drug bust or two. thats if, they be sure to check the tire wells!

  2. Sounds like the cops are doing what their paid to do for once. People like this have no intention of ever leading a productive lives. Who cares about the stickers, it’s a racket anyway, peanuts. This guy is a dope dealer, lowest of the low. When he gets popped and stripped of his pathetic arsenal, his blood pressure goes up.  Guys like this will rat and get a reduced sentence.
      

  3. joe mansur was a real decent guy 35 years ago… he had a nice wife and kids and installed windows in autos and buildings.. I always took my vehicles to him for glass instilations up until i think about 9 years ago . i went for a window install and joe looked real bad and did a lousy job on installing my window.. i felt bad for him at the time. to see him this way now has made me sick and sad to think he’s let the drug demon get him… he lost his kids, his wife,his livelyhood,his self esteem,his reputation… 35 years ago i never would have thought this of joe. i do wish he finds his way out of drugs, but i’m afraid it looks too late.

  4. Why was this man out on the street with a record like his and let out on bail? These crooks are all in a revolving door, in, out. For heavens sake, keep him locked up, no bail.

  5. Up in Lincoln we used to ask “How’s things at the mill?” Now we say  “How’s things at the Lab” or “Welcome to Wal-Mart”
