BANGOR, Maine — City Manager Cathy Conlow announced Friday the appointment of two new department directors.

Patricia Hamilton of Bangor has been appointed director of Health and Community Services, and John Theriault of Bangor has been named city engineer.

Both appointments are subject to City Council confirmation, which is expected to occur on Sept. 8.

Hamilton has been serving as interim director of the department since August 2013, when former director Shawn Yardley left the city’s employ for a similar position with Penobscot Community Health Care. Hamilton also was interim director for five months in 2003.

Before she was appointed to her post, Hamilton was the city’s Public Health nursing director, a position she assumed in 2003, and she was a public health nurse for six years before that.

Hamilton also worked for Husson University, Hospice of Eastern Maine, the Center for Family Medicine, Community Health and Counseling Services and two major hospitals. She has a bachelor’s degree in nursing from the University of Southern Maine and a master’s in nursing from Husson. She is a registered nurse and a certified family nurse practitioner. Her salary will be $91,162.

Theriault succeeds Arthur Morgan, who retired in March. He has been senior project manager for the James Sewall Co. for the past five years. Before that, he worked for Ames A/E Architects and Engineers as senior civil and traffic engineer, a position he held for eight years.

He also worked for Kimball Chase Company as a civil and highway engineer and the New York State Department of Transportation as civil engineer for nearly eight years.

Theriault has an associate degree in civil engineering technology and a bachelor’s degree in civil engineering from the University of Maine. He is a registered professional engineer in Maine, New Hampshire and Vermont, as well as a professional traffic operations engineer. He also is Leadership in Energy and Environmental Design certified. His pay has been set at $82,582.

In announcing the appointments, Conlow noted that both Hamilton and Theriault possess the broad knowledge, experience, education and professionalism needed to lead the two important departments.

“Their familiarity with Bangor will serve them well in their positions,” she said. “I look forward to them joining the city’s senior management team and know they will make substantial contributions on behalf of the city and its residents.”
